Is there any European Directive governing contract documentation?
Yes, the Directive 2009-81-EC - Procurement in defence and Security is to be applied in contracts. For technical specifications including standards article 18 of this directive is of particular importance.
How to submit Change Requests (CR)?
There is a change request form downloadable from the library. You may download the form also directly from here. The form is to be sent by email to edstar@eda.europa.eu .
What is the meaning of "+A1" and "/A" in the document ID of EDSTAR's standard references?
A is here the abbreviation for ammendment of a standard document. "+A" means that the ammendment of the standard is integrated in the standard document itself. "/A" means that the amendment is in a seperate document, i.e. the standard itself is a document and the amendment is a second document.
Can I request to change the list of best practice standards (updates, new standards etc.)?
Yes, please use the change request form which you can download from the library or directly via the proposed web link. Fill out the form with all requested information and send it to edstar@eda.europa.eu . For any information about new standards which you suggest to add to EDSTAR, please use the EDSTAR recommended standard template_version 2013.
How does the search engine of EDSTAR work?
The search engine looks for provided keywords or numbers in the doc id, title, summary and defined keyword fields of standards which are part of the EDSTAR best practice standards database. Furthermore the user may use several filters to refine the search results. If you know already the number of the standard ID (eg. 4370 of STANAG 4370) it is efficient to search for this specific number.
I am from an industry, can I propose a new technical domain?
Yes. Any European stakeholder can propose a new technical domain , by using the change request form. This proposal is assessed by the JMC and then approved by the MSG. When approved a call for expert is sent to the MoDs and Industry for setting up an expert group.

How do I find the right standards?
Go on the Standards website of EDSTAR and use the search functionality. Please consider also the final report from the expert group which recommended the best practice standard. Final reports are available in the selection of Best Practice Recommendations. You may also read the User guide on how to select standards via EDSTAR.
How is a Change Request (CR) further processed?
All CRs are initially reviewed by the EDSTAR Maintenance Contractor.
The EDSTAR Maintenance Contractor forwards the CR together with a comment / recommendation to the EDSTAR Joint Maintenance Committee (EDSTAR JMC) participants.
JMC shall:
- Analyse and approve minor change requests/proposals,
- Make recommendations about implementation of major change requests / proposals for Material Standardization Group (MSG) approval.
Note: Minor and major change categories are defined on the Change Request form.
Are the list of technical domains completed?
No. The Defense Armament standardisation is dealing with a wide range of domains :LAND, SEA, AIR,CYBERDEFENCE comprising of multiple technical sectors based on the Capacity / Technology ( RPAS, Electronic environment, ,Aerospace , … ). The EDSTAR database continue to expand this list of technical domains.
How are best practice standards selected?
As explained in more detail on the history web-site several expert groups have selected the current set of best practice standards. The expert groups followed the guidance on the selection of standards as described in the framework document of CEN WS 10.
The current set of standards are continually reviewed and updated. Every user of EDSTAR is invited to participate actively in this dynamic review process by using the change request form. Besides, the EDA Materiel Standardization Group decides on new technological areas for which best practice standards are going to be selected.
